DVSA has planned to reduce the car driving test waiting times. They will be recruiting 450 new driving examiners and will introduce new rules for the car practical driving tests booking system.
The government needs to take the necessary steps on seven point plan set by the Driver and Vehicle Standards Agency – DVSA to reduce the practical driving test long waiting times.
The DVSA is continuously working on reducing the test waiting times so that candidates can book their driving tests earlier. Let us have a look at those 7 points set by the DVSA.
1. Appointing 450 New Driving Examiners
They are trying to match the demand and supply by recruiting 450 new driving examiners across the country. The driving examiner jobs have been advertised in June, July, September, and October 2024 on the Civil Services jobs site.
They will be recruiting more driving examiners and providing training to those candidates who were successfully recruited. Those new examiners will start joining the driving examiners team in the coming months.
aDriving school predicts that this action by the DVSA will have a big impact on test waiting times and candidates will see more and earlier test dates on the test booking system.

2. Practical Driving Test Bookings Rules
The DVSA will launch a call for evidence with regard to the present processes and rules. They will launch a proposed improved rules consultation to improve the practical test booking system on the basis of evidence analysis.
Necessary law changes can be made to introduce the new improved test booking rules.
Review and improvement in the test booking system can take time to achieve the required targets. The driving instructors and candidates will observe these improvements after some time.
This new change in the rules of the booking system will help learners to protect themselves from being exploited.
3. Firm Terms & Conditions for ADI’s to Use Test Booking System
Driver and Vehicle Standards Agency has planned to introduce tough terms & conditions for DVSA approved driving instructors to use and book car driving tests for their students through the ADI test booking system. These new changes will be implemented from January 6, 2025.
According to new terms & conditions, only ADI’s and businesses that employ ADI’s can use the “book and manage tests for their pupils for car driving tests” service.
ADI’s must not book a car practical driving test on behalf of someone they are not providing driving instructions. Also, they will stop ADI’s and businesses from using pupil details to reserve the test so they can swap it later with another pupil.
Any driving instructor or business breaks these terms & conditions will be issued with a warning notice or their account can be suspended or closed.
4. Increase the Amount of Time Before Candidates Can Book Another Test
They will launch a consultation campaign on new proposals that learners have to wait longer in certain situations before they can book another driving test.
The amount of time will be longer if the learner makes multiple dangerous or serious mistakes during the test, verbally or physically assaults the driving examiner, or fails to attend the test without informing DVSA.
At the moment candidates wait 10 working days before they can book another test.
5. Increase the Amount of Notice
The DVSA will increase the amount of notice to 10 working days if the candidate wants to change or cancel their driving test without losing the test fee. This notice is set at 3 working days at the moment.
This new rule will give a chance to other people who are ready for their driving test but can’t find the early test dates. The exact date is not announced yet but DVSA is hoping to implement this new rule from spring 2025.
Driving instructors and learner drivers will be notified once the date is confirmed.

6. How Far Ahead Tests Can be Booked
They will explore and analyse options for changing how far ahead car practical tests can be booked by the people. Presently, this is set at 24 weeks ahead.
7. Ready to Pass Campaign
They will continue to encourage learner drivers to be well prepared for their practical test by running the “Ready to Pass” campaign. Driving instructors in Wellingborough said, this campaign really helps learners to take the right action at the right time and help them to move their test date back if they are not ready it.
According to DVSA research, around 23% of learners book and go for their first test within a month after starting driving lessons.
`DVSA will be able to offer 1.95 million car practical tests between April 2024 to March 2025 with the help of this 7-point plan.
